What is COSHH?

The Control of Substances Hazardous to Health Regulations require you to adequately control exposure to materials in the workplace that cause ill health.

Definition

COSHH is UK legislation that requires employers to control exposure to hazardous substances to prevent ill health. It applies to most harmful substances but excludes lead, asbestos, and radioactive substances which have separate regulations.

Who Does It Apply To?

All employers and self-employed people who work with substances that could be hazardous to health. This includes small businesses with fewer than 50 employees across all sectors - construction, healthcare, retail, and more.

Common Hazardous Substances
General Business
  • Cleaning chemicals
  • Paints and adhesives
  • Oils and fuels
  • Batteries
Construction
  • Wood dust
  • Silica dust
  • Welding fumes
  • Cement
Healthcare
  • Disinfectants
  • Medical gases
  • Blood and bodily fluids
  • Sterilizing agents
Retail/Food
  • Flour dust
  • Food additives
  • Cleaning products
  • Pest control products

The 8 Key COSHH Requirements

Every employer must follow these essential steps to comply with COSHH regulations and protect worker health.

1
Identify Hazards

Find out what health hazards are present in your workplace by reading labels, safety data sheets, and considering process-generated substances.

2
Risk Assessment

Decide how to prevent harm to health by conducting a thorough risk assessment of all hazardous substances and processes.

3
Control Measures

Provide and implement control measures to reduce harm to health, following the hierarchy of control from elimination to PPE.

4
Ensure Use

Make sure control measures are used correctly and consistently by all workers and visitors to your workplace.

5
Maintain Controls

Keep all control measures in good working order through regular maintenance, testing, and examination by competent persons.

6
Training

Provide information, instruction, and training for workers and others about hazards, risks, and protective measures.

7
Monitoring

Provide monitoring and health surveillance in appropriate cases to ensure controls remain effective and workers stay healthy.

8
Emergency Planning

Plan for emergencies including spillages, accidents, and equipment failures to ensure rapid and effective response.

COSHH Risk Assessment Process

A systematic approach to identifying, assessing, and controlling risks from hazardous substances.

Step 1: Identify Hazards
  • Read product labels and safety data sheets
  • Contact suppliers if in doubt
  • Consider process-generated substances
  • Check workplace exposure limits
Remember: Hazards aren't limited to labeled substances. Wood dust, welding fumes, and flour dust are also covered.
Step 2: Assess Risks

Consider who might be harmed and how:

  • Routes of exposure (inhalation, skin, ingestion)
  • Frequency and duration of exposure
  • Who could be exposed (workers, visitors, contractors)
  • Existing control measures
  • Additional actions needed
Step 3: Control Risks

Follow the hierarchy of control:

  1. 1Elimination
  2. 2Substitution
  3. 3Engineering controls
  4. 4Administrative controls
  5. 5Personal protective equipment
Record Keeping

If you have 5 or more employees, you must record your assessment. Even with fewer employees, it's good practice to document your findings.

Your record should include:
  • Hazardous substances identified
  • Who might be harmed and how
  • Control measures implemented
  • Review dates and updates
Review Requirements

Risk assessments must be reviewed regularly and updated when circumstances change.

Review when there are changes to:
  • Staff or work patterns
  • Processes or procedures
  • Substances or equipment used
  • After accidents or near misses

Hierarchy of Control Measures

Control measures should be implemented in order of effectiveness, starting with elimination and working down to PPE.

GHS Chemical Hazard Pictograms

The most effective control measure - completely remove the hazardous substance.

  • Do you really need to use this substance?
  • Can you change the process to avoid it?
  • Is there a non-hazardous alternative?

Replace with a less hazardous substance or process.

  • Use water-based instead of solvent-based products
  • Use pellets instead of powders (less dusty)
  • Lower temperature processes to reduce vapors

Physical controls to contain or remove hazardous substances.

  • Local exhaust ventilation (LEV) systems
  • Enclosed processes and containment
  • Automated handling systems
  • Proper ventilation and air filtration
Note: LEV systems must be examined and tested every 14 months by a competent person.

Policies, procedures, and training to reduce exposure.

  • Safe work procedures and systems
  • Restricted access to hazardous areas
  • Proper storage and labeling
  • Regular cleaning and maintenance
  • Worker training and information

Last resort when other controls cannot adequately reduce exposure.

  • Respiratory protective equipment
  • Protective clothing and gloves
  • Eye and face protection
  • Must be used with other control measures
Important: PPE is not as reliable as other controls and should not be the primary control measure.

Real-World Examples

Learn from practical case studies showing how COSHH requirements are implemented in different industries.

Laboratory Safety
Preventing Dermatitis in Hairdressing
Problem

A hairdresser developed irritant contact dermatitis from wet work. Hands were painfully itchy, scabbing, and bleeding.

Solution
  • Introduced hand-care regime
  • Suitable gloves for washing hair and using chemicals
  • Training on proper hand care and moisturizing
  • Regular skin checks for early problem detection
Result: Dermatitis controlled, hairdresser continued working in preferred job.
Chemical Storage
Construction Site Dust Control
Problem

Workers exposed to silica dust from cutting concrete blocks, risking long-term lung disease.

Solution
  • Water suppression during cutting operations
  • Local exhaust ventilation on cutting equipment
  • Respiratory protective equipment when needed
  • Regular health surveillance for exposed workers
  • Training on dust hazards and control measures
Result: Dust exposure reduced below workplace exposure limits, protecting worker health.
Key Learning Points
